Phineas Hirsch, a partner at Payne Hicks Beach, agreed that the levy could “undermine the government’s purported desire to demonstrate that the UK is ‘open for business’.”

“Many overseas owners are already significant contributors to the UK economy and an additional levy is likely to further deter international investment into the UK,” he said.
